The film by amateur filmmaker Roman Buchko (co-written with Volodymyr Bordiuk and Roman Chyzhyk) is named after the Bilka River in Lviv Oblast, which is a right tributary of the Poltva River (Vistula Basin). The film tells the river's story from the first person, how its course has been altered and neglected, and draws a parallel with its significance in the past. The film was created at the Murator People's Film Studio of the Lviv House of Culture of Builders.
The film features Mykola Vingranovsky's poem “Blue Sisters of People” (1967).
