In 1890–1892, thanks to the anniversary foundation of the Galician Savings Bank, an Industrial School building was built at 17 Teatralna Street according to the plans of the Lviv Polytechnic professor, architect Gustav Bizants, under the leadership of the city construction department. The Galician Savings Bank provided 150,000 złotys for the construction, and the city provided a site for the building and 108,751 złotys.
The School of Artistic Crafts at the City Industrial Museum, which was temporarily located in the shooting range building at 23A Kurkova Street, opened in 1877. The following year, the Museum, together with the school, was moved to the town hall.
The task of the State Industrial School was to provide industrial workers with theoretical and practical professional knowledge and to educate amateur artisans and industrialists. The school united many separate vocational schools, including:
— School of Construction Trades (training of apprentices in bricklaying, construction, and metalworking);
— School of Arts and Crafts (training of specialists for woodworking, ceramic, metalworking, embroidery and lace, drawing, and modeling);
— Public drawing and modeling rooms;
— Supplementary industrial school for students of masters, construction, metalworking, and arts and crafts.
The school was managed by a director. The affairs and development of the educational institution were controlled by a board of trustees, including two delegates from the Ministry of Religious Affairs and Education, one each from the Galician Regional Department, the city of Lviv, the Chamber of Commerce and Industry, the regional commission for industrial affairs, and the director of the State Industrial School. The head of the board of trustees was appointed by the Ministry of Religious Affairs and Education from among the delegates.
