Gubernatorski Valy (until 1860 – Verkhni Valy) is a boulevard located on the site of ancient city fortifications between Charnetskogo (Vynnychenko) Street and Pidvallya Street. Long shady alleys planted with linden, chestnut, and maple trees cover an area of 1.8 hectares. This promenade, which was extremely popular in its time, was created in 1816–1820 by provincial councilor Wilhelm Reitsengheim; its name comes from the governor's palace built nearby in 1821. In 1894, a tram line was supposed to pass by the residence, but for the sake of the governor's peace and quiet, the tram bypassed the boulevard and ran along Pidvalna Street.
